To begin with some text is compressed and some isn't. How do I know this? Because I've looked through both the ROM and multiple save states in a hex editor. In the ROM none of Merlin's hint text appears in plain text format but it does appear in a savestate made at the end of the game. Note: This text does NOT appear in a savestate made at the beginning of the game. Thus it seems logical that the game decompresses these hints as they are needed and loads them into temporary memory which is then never erased.

--------------------
The following are some notes copied from a notes file. There are MANY unanswered questions and things that still need to be tested for. I am including this as a back-up in case something should happen to my original file. Offsets are, at best, approximate. I keep the [space tags] for my own personal reference. These spaces exist because of the inefficient method by which most text is programmed into the ROM. It is used to provide end of line padding and to fill the dialogue box when text doesn't. Each line consists of a maximum of 22 characters, including spaces and punctuation, and a line break (which is every 23rd entry in the table). Standard dialogue boxes are 6 lines and never change in dimensions. If insufficient blanks are programmed part of the box will be transparent.
Dialogue is composed of 4 parts: an initial value of FF or FE (which may be necessary to advance dialogue flags but this has not been explored), a portrait header of two values, dialogue, and any blanks needed to fill up remaining space. A bad value in the portrait causes a crash - the entry below commenting on seeing a shadow has such a bad header. Entering 00 00 as the value produces no portrait.
One last note: At several points words are broken up like with a hyphen li- ke th - is. That's how it appears in the ROM and so how I have transcribed it.
ROM Observations
There are 7 rows in the inventory screen and each row has 9 tile slots. This means, if each item has it's own unique slot, that there can only be 63 items total in the game. Herbs and Orbs stack up to 99 while pieces of staff cap at 9 (all of which are consumed by repairing the staff).
---------------------
The following was dumped straight from a savestate at the end of the game using WindHex. Extra spaces between sentences as well as special characters have been removed. Headers and the portraits they are associated with are listed in this post.
King Arthur & The Knights of Justice
Savestate Text Dump
Beginning at offset 00018c10 and ending at 0001d070; one line per sentence
Without proper weapons, Arthur, you do not stand a chance.
Therefore, your first quest is to recover the sword Excalibur.
Excalibur is located in the center of the lake, northwest of this castle.
The Lady of the Lake guards Excalibur.
You must win her trust.
The first Key of Truth is located in Tintagel Castle.
You must figure out which Knight this Key belongs to.
Come to me if you need help during your quests.
Good luck, Arthur King.
I am sorry, Arthur. I am not able to help you at this time.
The wall of flames you speak of Arthur is no doubt the work of Morgana.
I can create a spell to counter the effects of fire, but I will need four items from the forest: one eye of newt, monkshood, a hairball, and nightshade.
Return these items to me and I will create a spell for you.
Seek the entrance to Tintagel Castle.
Inside awaits your next challenge, to retrieve the first Key of Truth.
If you take the correct companions, this difficult task may become a breeze.
Good, you've brought me the right ingredients for the spell.
Take this potion with you and use it before you enter the wall of flames.
The effects of the spell are only temporary so make sure you pass through the flames soon after using the potion.
Arthur, you must think before you act.
If the dragon will not let you near, attack from afar.
The dragon spirit held within the shield will shoot a fire ball when you press the A button.
Arthur, you must select two Knights to join you.
The Warlord forces are too strong for you to go by yourself, but Camelot is too weak for you to take more than two Knights.
Go to the Round Table room to select Knights.
Arthur King, your quest is urgent.
Morgana has imprisoned the true King Arthur and his Knights in the Cave of Glass using the Spell of Spells.
The only way to break the spell is by collecting the twelve Keys of Truth.
Their magic can break Morgana's spell.
Morgana and her Warlords have stolen most of the Keys.
Each of her Warlord leaders relies on the magical power of the Keys for strength in battle, so recovering the Keys will not be easy.
Each of you has your own Key.
No one must touch your Key but you, else the Key will dissolve, leaving you stranded here forever.
Not even the Warlords can touch the Keys.
This is very important. Each of you must recover your own Key.
I alone cannot return you to your own time. It is beyond my power. But there is a way.
Once you have freed the real King Arthur, the twelve Keys of Truth will open a gate in time that will allow you to travel back to your own time.
Good, Breeze! You have recovered the first of the twelve Keys of Truth.
The Key is a magical creation....
Good, Breeze! You have recovered the first of the twelve Keys of Truth.
The Key is a magical creation....
As long as you have the Key you need not collect magical orbs to power your shield's special attack.
Good, Brick! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key you need not collect magical orbs to power your shield attack.
Good, Darren! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key you have increased protection from attacks.
Good, Gallop! You have recovered your Key of Truth.
As long as you have the Key you have protection from the effects of pixie dust.
-- Were the pixies supposed to inflict bad status on you? Oh my they would have been even MORE annoying that way. Also note the lack of the "The key is a magical creation" line. I haven't confirmed or denied if this is the actual text used. It's not even clear if ANY of the keys do anything but set event flags.
Good, Lance! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key it will give you extra strength in battle.
Good, Lug! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key it will give you extra strength in battle.
Good, Phil! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key it will give you extra resistance magic.
Good, Tone! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key, you need not collect magical orbs to power your shield's special attack.
Good, Trunk! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key, you will strike your opponents with increased speed
Good, Wally! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key, you need not collect magical orbs to power your shield's special attack.
Good, Zeke! You have recovered your Key of Truth.
The Key is a magical creation....
As long as you have the Key, your blows will inflict greater damage to your opponents.
Arthur, your next quest is to recover the second Key of Truth hidden within Gruesome Keep.
Gruesome Keep lies north of Welton village.
There are people in Welton that may have information that will aid you in gaining entrance to Gruesome keep.
But be warned, Arthur King, the villagers have been acting strangely as of late.
I suspect more of Morgana's tricks.
Northeast of Camelot there are statues that guard the borders to the next area.
You should pay very close attention to the orb located above each statue's head.
If this orb is glowing blue, you may not enter into the next area.
If the orb is not glowing, you may enter.
Use the statues to help guide you to the next area.
I have placed such statues along all the borders in this land.
Remember their locations.
Return to me if you need assistance.
You are about to enter Morgana's most heavily defended region.
You must recover Zeke and Trunk's Keys of Truth from the areas two castles, Blackroot Keep and the Dark Citadel.
Warlord Viper is guarding one of the Keys.
Beyond the castles is Hadrian's Wall.
Hadrian's Wall is an ancient wall that Morgana has turned her dark magic upon.
I know of only one way to crumble the wall... ...the Staff of Rhiothamus.
The Staff was broken and the pieces scattered by Morgana.
I was able to recover one of the pieces myself.
Take this piece and find the other five.
Only then can you get through Hadrian's Wall.
Arthur, Wally's Key is located in Castle Sanguine.
Warlord Blinder has surrounded this castle with a maze of forest paths.
These paths are pro- tected by enemies and magic teleporters.
It is known as Blinder's Way.
Be patient and keep track of where you have been.
You had a book that would have helped you, but you gave it away.
Arthur, Brick's key is in Warlord Lucan's possession deep within Vilor Castle.
Last night, I dreamt about the castle.
In this dream I saw a magic lock.
The lock is the four towers of Vilor castle....
The lock was in a forest meadow, though I cannot say exactly where.
Each tower of the castle is protected by an elemental lock.
You must find all four elemental keys to enter the castle.
Arthur, in this dream, I saw a white bird flying through the swamp.
Perhaps you may find an answer there.
Arthur, you have not recovered all of the Keys of Truth located below Hadrian's Wall.
Without all of them, you will not be able to release the real King Arthur from the Spell of Spells.
Seek a way into the Castles and recover Zeke and Trunk's Keys of Truth.
Find the pieces of the Staff of Rhiothamus.
Fix the broken Staff of Rhiothamus.
One of the Knights can help you. Tone, perhaps.
Arthur, you must seek out Darren's and Lug's Keys of Truth in the region surrounding Crownhorn village.
Be careful, I sense that the Warlords have some great power.
Arthur, there is but one way into the Dark Forest, a weak spot in Hadrian's Wall.
Reassembling the Staff of Rhiothamus will breach the Wall.
Be very careful in the Dark Forest, it is Morgana's land and it is ruled by the dark arts.
Make your way through the region quickly and enter the Stone Gardens.
Morgana struck while you were gone, Arthur.
Warlord Blackwing dropped a potion of the Tears of Gorjus on Squire Everett as the boy walked through the castle courtyard.
Squire Everett is slowly dying and I cannot help him.
Only you can save him, Arthur.
You must travel to the Swamp of Zagar and bring back a fragment of the horn of the Zug that lives there.
The Zug is the only creature of its kind, so try to get a piece of its horn without killing it.
Once you bring the piece to me, I can concoct a potion that will cure Squire Everett.
The swamp is far north of here, northwest of Blinder's way.
Hurry, you must go now!
Everett's condition worsens by the hour.
At last, you have returned with the horn of the Zug.
Squire Everett's condition is very poor.
I will make a potion as soon as possible to heal him.
Arthur, before you face Morgana you must recover Lance's Key of Truth.
His is the last key besides your own.
I can tell you that Morgana has hidden his Key somewhere in the dark forest.
Return here once you have recovered it.
Squire Everett still suffers from the Tears of Gorjus and is slowly dying.
Only you can save him, Arthur. Time is short.
You must travel to the Swamp of Zagar and bring back a fragment of the horn of the Zug that lives there.
Brute force will not defeat the Zug, Arthur.
The beast is incredibly hardy.
All you need are some shavings from the horn of the Zug.
If you could only trap the Zug, then you could get some of the horn.
Blaise is short of patience. I recommend that you do as Blaise bids.
The Wise Women in Welton Village grow some magical components.
Check there if you haven't already.
-- Wise Wom-e-n? There's only one, singular, woman, and what's with this talk of magical components?
Return to Blaise, he may be able to turn you back into a bird again.
If not, you'll have to collect more magical ingredients so that he can make the potion again.
Arthur, before facing Viper you must be sure Zeke has his key and that you have recovered all of the staff of Rhiothamus.
This is necessary so you will be strong as possible after Viper.
For what follows is Hadrian's wall--and all that is beyond.
Arthur, before facing Slasher you must be sure Lug has his key.
Arthur, beyond this door lies Lucan!
To be sure we are as strong as possible, we must have all the keys we can get.
I have heard rumors that one key is still lost somewhere within the lands you have already traveled.
Arthur, I believe this rumor to be true.
I think you should find this key before continuing.
Perhaps the villagers would be easier to deal with if they could not recognize you.
Visit the Blacksmith. He may be able to offer you some assistance.
Go north from Stone Henge to find the secret entrance to Gruesome castle.
--it's Stonehenge, one word, you silly wizard
Find the missing piece of the map. Study the map closely and it will show you the Way.
-- I assume this refers to the Map of Blinder's Way but you don't need to find any missing piece for that to work. It would explain why the graphic for the map when used looks to be in pieces. It *was* supposed to be in pieces which you would have re-assembled.
Find the elemental keys, Arthur.
They are the only way to proceed.
Be diligent in your search.
In my dream, I saw the white bird in the swamp.
Perhaps there is something to that vision.
The location of each key has something to do with its element.
Use the elemental keys to open the elemental lock that I saw in my dream.
This will grant you entrance to the castle.
You must find Lucan and defeat him to gain the Key of Truth.
Hurry, time is short.
You must find Darren's Key.
Time is short.
I have found a way to break Morgana's spell.
East of Welton village lies a golden goblet.
Two gems are missing from its sides.
Find these gems and the goblet.
Place them upon the altar in the Welton temple.
Only then will the spell be broken.
Force is not always the answer to your problems, Arthur.
The dragon you must face is a magical creation so you must use magic to destroy it.
There is one among you who can obtain a special shield located in the forest.
If you can locate this shield it will give the knight magical powers.
Use these powers to slay the dragon.
--this text is shown if you try to fight the Young Dragon before collecting any shields then talk to Merlin afterward

I am Merlin, the wizard of King Arthur's court. My quest is urgent, for Arthur's kingdom is in desperate peril. The kingdom suffers under the constant attacks of the sorceress Morgana and her forces. Her evil Warlords control all the lands of England save for our castle of Camelot. The sorceress Morgana has imprisoned Arthur and the Knights of the Round Table in the Cave of Glass. With- out help, Camelot cannot hold out for long. No heroes remain in my time, so with my magic I search through time for help. On a field in a distant future, I found heroes who may be able to save our land from Morgana and her Warlords. This team of warriors is lead by a man named Arthur King. A coincidence? I think not. It is a sign that this man and his companions are the ones Fate has chosen to break the Warlord's grip on our land. Though it strained my magic to it's limits, I brought these heroes back to my time. Now our hope is in their hands, for only they can free us all. With her magic, the Lady of the Table transformed these men into the Knights of Justice.

King Arthur, my lord, I need your assistance. Every time I enter the woods to the north to cut timber for my smithing fire,... a Warlord patrol requires that I pay a tribute to be allowed to cut timber. I cannot afford to pay these tributes, but I must cast a plow for a man in Welton Village.
[header FE 5c 81] What can I do?
[header FE 74 82] If you could bring me some sign that the patrol will not bother me anymore, I would be most grateful. As a token of my gratitude, I could offer you this book of ciphering. It is most valuable.

[header FE 5c 81] Would you consider returning the book?
[header FE 74 82] The book is of value. If I were compensated for it, I would return it to it's rightful owner.

[header FE 74 82] A book of ciphering stolen from me by the Blacksmith. He lives on the high road to Shield Heights.
[header FF 5c 81] A book thief! This will be as easy as sacking that quarter- back from Miami. Let's go, guys!
[header FF 5c 81] He's a thief?! Let's take him, Arthur. I'll crush him like I did to that quarter- back from Miami.

-this is actually an unused section of dialogue for a scenario that didn't make it into the finished game where Erek hides in a different cave then the secret entrance and thus sends the knights there to enter Tintagel
-There is also a question of why everyone else just refers to him as 'the hermit'. I guess he keeps a low profile to avoid being captured.

If you return to a patch after a long absence, you will find more herbs to heal your wounds.
-it is unknown whether this text is actually attributable to Erek as the direction Arthur is pointed to is not consistent with Erek's abode (although it is possibly the planned structure for his true hiding place), this also suggests that herbs were going to have a delay built into them before respawning

a.) The Blacksmith requests the Cider from Welton when he should know that Welton is cursed, having business to with a man there which is why he needed the warlord patrol dealt with so he should not have asked Arthur to retrieve an item from people he *knows* are loyal to Morgana.
b.) it says to get the Cider from the innkeeper, an NPC who does not actually exist
c.) How exactly does the Blacksmith know that his work is an "exact duplicate" of warlord armor if he's never made any such armor himself? I smell a traitor...

[FE c4 82] You must travel far to the north, past Castle Sanguine, to the Gnome Woods. In the heart of the Gnome Woods, you will find an ivory pedestal. Take this scroll. When you reach the pedestal, repeat these words and the key of Truth will appear.

We've done it! The spell is broken and the real King Arthur should be free....
At long last, we meet, Arthur King. You should have never interfered in the affairs of others.
You will pay for your mistake now. You are no match against my powers, feeble knight.
You have been lucky enough to defeat my dragon, but I'll be back, and I'll have my revenge!
You made it to the Plain of the Dead! Did you bring me a Flower of the Innocent like you promised?
I'm sorry. I could not find any such flowers.
I knew you would fail me. Why do I always trust people? Good luck finding your companions. I almost pity you. Almost.
Of course I have a flower for you. I made a promise, after all.
Thank you King, I thought I was a condemned man. Now I can leave this place for the next world.
Have you seen my companions?
Indeed, I have. They are on the catwalks. Take the teleport on this catwalk and keep taking the teleports until you reach them. When you find them, they will be in a deep trance. Only a really loud noise or a violent jarring action will shake them from their trance. When they are conscious, lead them down to the Plain floor and find the Doorway to the Living World. You will not be able to go back the way you came. Good Luck, King!
Sir, you made it to the Plain of the Dead. Did you bring me a Flower of the Innocent, like you promised?
I'm sorry. I could not find any such flowers.
I don't know what to say... You were my only hope to escape the Plain of the Dead. Now I'll be stuck here forever.
It is too bad for you because I know where your companions are. There is no way I will tell you how to find them now.
Yes, I found a flower for you.
Thank you, you are my savior! Now I can leave the Plain of the Dead for the next world.
Have you seen my companions?
No, I haven't, but if you find my friend, the Goldsmith, he may be able to tell you. Take the right road here, stay to the right past three intersections, and take the teleport. Good luck, King.
HEY GUYS, WAKE UP!
Arthur!! What's going on? Where are we? The last thing I remember is a blinding white light as the statue of Morgana hit us with a ball of magical energy.
We are in the Plain of the Dead. It's a long story, man. I'll tell you all about it when we get back to Camelot.
I never thought the idea of going back to Camelot would sound so good. Let's get out of here.
Arthur!! What happened? Oh man, do I have a headache!
It's a long story, buddy, I'll tell you all about it when we get back to Camelot. Now let's get out of here.
Oh, Arthur, I have your magical map that lets us teleport back to Camelot.
I guess the map doesn't work from the Plain of the Dead.
The map is still not working. All the magic in this area must be, like, shorting it out.
First, I have to rouse
Find the Ring of True...
...Seeing if you wish to speak...
...To the unseen. Seek the Doorman for...
...entrance to the the Plain of the Dead.
Good sir, I am trying to bring my knights back from the Plain of the Dead.
My, that's a tall task. And only with my assistance will you prevail. You must pay the doorkeeper two gold coins to enter the Plain of the Dead. I will only give you these coins if you make me a solemn promise.
Name the promise.
In order to pass on from the Plain of the Dead to the next world, each soul must possess a Flower of the Innocent.
Until that happens, our physical bodies are condemned to walk the Plain of the Dead- while our spirits search for one brave enough to bring us these flowers. Promise to find such a flower and bring it to my physical being on the Plain of the Dead. Do this, and I will help you find your companions, for I know where they are.
Here are the gold coins you need. Now go.
I can't promise that.
That is your decision.
Good sir, I am in search of the Cloak of Death. Do you know where I might find it?
Are you going to the Plain of the Dead?
Yes, if I can. Two of my companions are lost on the Plain.
I can help you. I have the Cloak, but I will only let you have it if you can help me in return.
What do you need?
In order to pass on from the Plain of the Dead to the next world, each soul must possess a Flower of the Innocent.
Until that happens, our physical bodies are condemned to walk the Plain of the Dead- while our spirits search for one brave enough to bring us these flowers. Promise to find such a flower and bring it to my physical being on the Plain of the Dead. Do this, and I will help you find your companions, for I know where they are.
I promise.
Then take this cloak and seek the Doorkeeper.
Seek the Doorkeeper. Only he knows the way into the Plain of the Dead. Remember, you must bring me a Flower of
the Innocent if you want to see your companions again.
Sir, take my advice and leave this house. My master has no business with mortals.
Who is your master?
My lord is the Baron of the Dark Forest, William Black.
Tell the Baron that King Arthur would like to speak with him.
As I said, my master has no business with mortals.
Perhaps he should decide for himself if he has business with me.
You must leave now, sir.
Sir, I thought I told you that my master has no business with mortals. You must leave at once.
Relax guy, I just about to leave.
You must leave at once.
How did you get in here, mortal?
I came in through a side door.
I bet you are here to see my father, the Baron. Well you won't get very far.
Why not?
The Baron doesn't like living men, they give him the willies. I could help you get an audience with him, though.
Yeah? I would appreciate it if you could help me.
I'll help you if you do a favor for me. It's really simple. My brother has taken a gem from me. He thinks it is his.
My brother's name is Richard. You can find him somewhere in the Mansion. If you can get the gem back, I'll help you see my father.
How am I going to get the gem back from your brother?
That's your problem. Perhaps he would trade for something of equal value.
At last, the Gem of the Dragon Lord. Foolish Richard had no idea the power held in this gem.
I owe it to you for stealing this gem from Richard, he never would have parted with it if he knew that I wanted it.
I thought you said that it was your gem that Richard had taken from you.
No, he was instructed to keep it from me. If you want to see my father, take this key. It will open the door to his chambers.
Now be gone, silly mortal.
Can it be, a living man in the Mansion? You're not a Warlord, so you must either be lost or looking for the way to the Stone Gardens.
Well, both, actually.
I have always liked mortals. My name is Richard. Find my father, the Baron of the Mansion.
Only he can show you the pathway to the Stone Gardens.
Where is your father?
I don't know, somewhere in the Mansion.
Richard, I am looking for a gem and would be willing to trade something for it. Do you know where I could find the gem?
I have a gem. It's rather ordinary. I guess I could trade it. What do you have?
I don't like that. I like jewelry, though. Do you have anything like that?
That's nice, I could use a new necklace. I'll trade for that.
What is your grandfather's name?
Oh, I hated him. I took a vow with my father never to speak his name again. I can't tell you.
Who are you?
I am Arthur, King of the Britons.
What do you want in the Mansion?
I'm not sure, I'm looking for a way out of the Dark Forest. Can you help me?
Out of the Dark Forest?
My mission is urgent. I must free the kingdom of the Warlords of Vulcan's Forge and banish Morgana once and for all.
You are braver than you look. Don't let me stop you. My name is Mary. Find my brothers, perhaps they can help you out of the Dark Forest.
What is your grandfather's name?
No one liked that man. He brought a curse on our family, banishing us from the Plain of the Dead.
We must spend the rest of eternity here in this Mansion, unless... Well, it's not important. His name was John Black.
Did you say there is a way to break the curse?
Well, yes. One of us must be released from this immortal coil. We are trapped in these undead bodies.
These bodies cannot be harmed by sword or magic, however. If one of us were to take on the form of another being and receive a mortal wound, the curse would be broken. Alas, this will never happen.
Sir, are you the Baron of the Mansion?
Yes. Who are you and what do you want?
I am King Arthur and I seek the exit from the Dark Forest. My quest is urgent, I must stop Morgana and her evil Warlords.
Oh, I see. I don't care much for kings, or Warlords for that matter. Say I show you the way out of the Dark Forest, what's it worth to you?
A lot.
In that case, there are three ways out of the Dark Forest. One way lies to the south, but you've probably just come from there. The second way lies past the Doorkeeper and descends to the Plain of the Dead, and by the looks of you, you're not ready to travel that road. The third way out is through a secret door in my father's crypt. I never liked him, so I don't mind if a mortal like you enters his crypt. Just call his name when you enter and the door will open.
What's his name?
I vowed that I would never speak his name again. I can't tell you. Now leave me alone, mortal.
I wish I knew what this guy's name was. I don't see it written anywhere in here.
Open up the door for us John Black.
Mortal, you have no business here. This is a house of the dead. Your time has not yet come. Leave here at once.
I am the Doorkeeper to the Plain of the Dead. Only through this door will a soul pass from the land of the living to the land of the dead. For my services I require payment. Each soul must pay me the two gold coins placed over the eyes of its former body. Without payment, I will not let you pass.
And then there were ten. Ha Ha Ha Ha!!
